Prima Energi Diverts WK Northwest Natuna Participation Rights To BUMD

Signing of the Participating Interest (PI) transfer agreement for the Northwest Natuna Working Area strengthens the role of Regional-Owned Enterprises (BUMD) in the upstream oil and gas sector and supports regional contribution to national energy goals.

JAKARTA - Prima Energy Northwest Natuna Pte. Ltd (PENN) with Prima Energy AAL Singapore Pte Ltd handed over the participation rights or participating interest (PI) of the Northwest Natuna (WK NWN) Working Area to the Regional Owned Enterprise (BUMD) PT Pembangunan Kepulauan Riau Northwest Natuna.


The transfer of participation rights was marked by the signing of the PI transfer agreement on Thursday, April 24, 2025, at the Riau Islands Regional Building, Tanjung Pinang.


Prima Energy CEO Pieters Utomo in his written statement emphasized that the transfer of PI was part of the implementation of the provisions in the profit-sharing contract, as well as Regulation of the Minister of Energy and Mineral Resources Number 1 of 2025.


The regulation mandates PI's offer to BUMD as a form of regional empowerment and increased participation in upstream oil and gas business activities.


"This transition of PI is part of our commitment to always comply with regulations, as well as encourage the active participation of local governments as strategic partners in building the national upstream oil and gas industry," Pieters Utomo said as quoted on Saturday, April 26.


He also ensured that Prima Energy would continue to develop the Ande-Ande Lumut (AAL) Field so that it could immediately enter the production stage and contribute to achieving national targets.


For information, AAL Field, which is located about 260 km from Matak Island, Riau Islands, is an offshore oil and gas field at WK Northwest Natuna.


The process of diverting PI took a long journey, among others, due to the change of operator and the revision of the development plan or Plan of Development (PoD).


"We hope that the transfer of PI to this area will not only strengthen the role of BUMD in the upstream oil and gas industry, but also have a real impact on the local community," said SKK Secretary Migas Luky A. Yusgiantoro.


Meanwhile, Riau Islands Governor Ansar Ahmad also expressed his appreciation to all parties who have worked hard in realizing the transfer of PI.


"This step shows a strong synergy between the central government, regions, and oil and gas industry players in encouraging sustainable regional development. We are ready to carry out this mandate professionally so that the benefits can be felt directly by the people of the Riau Islands, especially in Natuna and Anambas," he said.
